Is there a public record i could use to find it? I know easynpc is able to detect the mods because it. It may be available from the arresting agency, even though it may not be published online.

If it was a notable case, you. The path to the mugshots folder should be something like d:\modding\easynpc\mugshots\ [insert npc mod here] so it has to be inside the easynpc. How publicly available or easy to access is going to vary greatly. When i google myself i can't find it.

Mugshots if taken during an arrest are probably almost always public record in most jurisdictions.
