For setting up the chronicle, the relationship map should be the key, unless you wamt the coterie to do a bunch of fetch quests for mightier vampires. The only real way to get more tops is as drops from monster fights and the good tops are from late game. Remember that xp spend is both the character expending effort/becoming stronger and the player implicitly telling you what they want to (be able to) do in the chronicle.
